House Bill 2557 (Rothman) – Provides for the establishment of an Intergovernmental Cooperation Authority (ICA) to assist the City of Harrisburg in addressing budgetary and financial matters after exiting Act 47 and allows the city to continue to impose a Local Services Tax and Earned Income Tax at Act 47 rates.

Senate Bill 1099 (Martin) – Provides counties, municipalities, and school districts the option to appoint a tax collection officer in lieu of an elected tax collector.

  • Amendment A08919 (Martin) – Amends the bill to provide the option for appointing a tax  collection  officer  to  only  Third  Class  Counties  and  the  municipalities  and  school  districts within Third Class Counties, while exempting Third Class Counties that operate under Home Rule and the municipalities and school districts within. Further, it amends the bill to include a clause to the effect that a reclassification of a county will not impact the already established tax collection system.

Senate Bill 1168 (Eichelberger) – Requires a court of common pleas to certify a ballot question for decreasing the size of a borough council when at least 5% of registered electors have petitioned
the court for such a decrease.

Senate Bill 1176 (Yaw) – Prohibits the filing of any ordinance or petition under the Home Rule Law for four years following an election in which any Home Rule Question appeared on the ballot and was defeated.
